Find the smallest number that can be written as:

$ \quad d_9,d_8, \dots, d_1 $ in base $ b_2 b_1 $
($b_1, b_2 \in \{1, \dots, 9\})$


Answer format: $number,base_1$ where $ base_1 \lt base_2$
